Prior to the construction of the Regatta Quay development phase two, the wine rack, a mixed use proposal was drawn up for the 7.7 acre site. The Proposal would have seen the construction of a cinema, shopping centre, cafes as well as offices and residential units in the tower above. A wooden Promenade would accommodate more space for cafes to utilise. Furthermore, this development would have linked into the proposed St Peter’s Port development and the 2008 Key Street student housing (shown on the massing study below), both of which collapsed. If this development was built, it would have atleast been a tourist attraction for the waterfront, something to this day it still lacks.
